You can always start earning and collect your money in Neobux, apply for a pan card and when you have it you can create your paypal account and get your money transferred. The encashing lower limit is 2$. For the skeptics who think that it might be fake you can always withdraw your 2$ into your paypal. RBI rules say that you cannot keep money in paypal, so paypal immediately transfers this money to your linked bank account.
